Leadership Visalia Explores Public Safety and Justice

On February 7, the Leadership Visalia Class of 24-25 spent the day immersed in the world of public safety and justice, gaining firsthand knowledge of the challenges and responsibilities faced by local emergency responders.

The day began at the Visalia Emergency Communications Center (VECC), where class members were welcomed by Jennifer and Roni, the designated leaders of the day's session. The group had the unique opportunity to tour the facility and learn about the vital role dispatchers play in coordinating emergency responses.

A key part of the day was a panel discussion on public safety, featuring Lieutenant Mona Whaley from the Visalia Police Department, Captain Bobby Rader from the Tulare County Sheriff’s Office, Fire Chief Dan Griswold from the Visalia Fire Department, and Assistant District Attorney Erica Gonzalez from the Tulare County District Attorney’s Office. Panelists provided insight into how different agencies respond to emergencies, highlighting the importance of the chain of command, the evolving legal landscape, and the complexities of large-scale incidents. Discussions also covered recent legislative changes affecting public safety and law enforcement.

Following the panel, class members participated in active shooter training and real-world simulations, including a hands-on demonstration of how to properly use a taser, execute a citizen’s arrest, and assess the risks officers face in the field. The training underscored the split-second decisions required in high-stress situations and the responsibility that comes with carrying and using weapons.
